There is such SnipDo utility for Windows, and PopClip for MacOS. They both support extensions, so for example if you need a button to sort selected text alphabetically and only in some specific app, you can have it! As well as buttons to send selected text to some another app. Basically you can create any button which performs some JavaScript over selected text, and then copies it, pastes or sends somewhere else.
