The Zettelkasten method is a knowledge management system that helps organise ideas effectively. At Koofr[1] one of the most requested features was an option to prevent downloading files from public links. If you're not too far from Europe* then Koofr might come pretty close to your idea. 1TB "lifetime" 160 US$ ATM (less if you find a coupon they accept at checkout, many generic Stacksocial-Codes worked in the past).
