If you do the data handling online with e.g., GEE the data is already there, and you only need to select it. If you want to do it offline with a tool like SNAP you first have to download it. GIFs are an (animated) image format. If its a small video you might be able to convert it into a reasonable sized GIF (via something like https://giphy.com/create/gifmaker).
