  Insta uses Giphy for their gif search. So we'd need to get a gif up on Giphy, and name and tag it with "Salem" "Oregon" and other related tags. In order to create a gif, we either need a video to convert, or a series of still images to animate. Giphy has an online GIF making tool that supports both styles. https://giphy.com/create/gifmaker.
