Not easily without additional tooling. Hugo has no admin panel โ content is Markdown files in a Git repository. You can add a headless CMS like Decap CMS, Tina, or Forestry to provide a web-based editor backed by Git. The userback.io link appears to relate to the site's hovering "feedback" button on the side, which may be regarded by some as an annoyance, though I'd only block it if it doesn't otherwise remove the feedback function on the site.
