Not easily without additional tooling. Hugo has no admin panel โ content is Markdown files in a Git repository. You can add a headless CMS like Decap CMS, Tina, or Forestry to provide a web-based editor backed by Git. There are at least a few CMS editors for static sites intended for non-technical/less-technical users. They often still require someone technical to setup (config files and OAuth connections to GitHub, for example) but then provide an experience somewhat like what one would expect from the WordPress Admin Page. Basically it provides a UI and all changes are pushed to GitHub which will launch the release process back in Netlify.
