However, you can impose similar limitations on your own, even if they aren't hard coded. You can set your window size to 128x128. When I do pixelart I always use a restricted palette. Lospec is brilliant for that, I believe aseprite has the pico8 palette built in. Nothing prevents you from also going with 16x16 sprites and using the same max amount of sprites. Thunder's 1998 and 1999 releases are SymMODs and everything else is just an ordinary MOD. You should be able to find these tracks on a few different MOD archive sites, and play them in Protracker and Symphonie on an Amiga emulator if you're ambitious, or on almost any tracker or MOD player if you're not.
