Coming from someone who has been doing this for quite some time, I highly recommend you look into using Crafty Controller as your server manager and have that just installed on a Debian or Ubuntu VM or Container since it seems that’s the flavor you’re used to. With this huge budget you can easily go for 13900k + z790 + 128GB DDR5, tho considering your use an 13600k is great and you wouldn't need a beefy cooler, and getting 128GB DDR4 instead of DDR5 cut costs further more. Then I've seen people mention things that they call "panels" like Crafty or Pterodactyl. From what I understand this is more of an Interface program to more easily use, in this case, the minecraft server? I know that I would prefer to have it as a Virtual Machine, considering that then I don't need to get another screen and I don't neccesarily have to be home to troubleshoot and fix things etc. Source: over 2 years ago
Start small. Pick an OS and get it installed, and familiarize yourself with the command line. It doesn't really matter what OS, as long as it's not Windows. Then, install one thing. I found a few issues. 1 - I was capping my RAM usage on the Linux machine in part to a Docker Container utilizing 3 + gig of RAM for a personal application I had set up, as I haven't used it in some time I stopped the container which freed up a chunk. The panels are good for setting up multiple different types of servers either for testing plugins for main server or having a weekly event server like hunger games skyblock or bed wars or putting main server on a archive adventure map when the next season starts. If you're rusty or confused there are easy to use server managers out there like the free crafty controller or the paid AMP. Both are good options for local hosting servers but AMP is a bit overkill for your needs I would say. Source: about 3 years ago

Yes currently using https://craftycontrol.com/ as well. Had to drop back to 3.3.0 due to a problem with .jar files update path but it may be fixed by now. Have tried "ALL" the panels and my server admins like crafty the most followed by Multicraft Pterodactyl Pufferpanel windowsGSM tcadmin and AMP.
