The next closest I have found is Updrafts.app, which is a simple, lightweight, web-based page assembler. BUT it is yet another monthly subscription, unless you are willing to part with $250 for a lifetime license which is INSANE for nothing more than a glorified online block-builder!! Fair fair. Most of the services have export functions to take your code offline, not sure if Softr does. But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS.
