I found photofeeler.com to be absolute gold in evaluating pics. You not only get 0-10 ratings on things like attractiveness, but raters also get the option to leave specific comments and the comments I got were amazingly useful. I recommend cycling through them every 2-3 months or so. That allows you to see more new people rather than continuing to pay and not seeing new people. Also, I think the app algorithm will present you more if you are a new member. I've had the most success with Bumble and Hinge. Less so with Tinder.
