    I'm not sure on Westerly. I'd suggest finding an internet provider you like then use ooma.com for US Phone service. Should be about $7 per month once you buy the VOIP unit and hook it to your phones. You can port your existing number to them as well. Source: almost 4 years ago

If all you need is phone lines, VoIP has you covered whereas SIP can include video services (i.e. Video conferences) and text messaging.
