If you're not too far from Europe* then Koofr might come pretty close to your idea. 1TB "lifetime" 160 US$ ATM (less if you find a coupon they accept at checkout, many generic Stacksocial-Codes worked in the past). No upfront cost, but they take a % of your salary when you get a job for the first two years until you pay their full cost.
