If you're not too far from Europe* then Koofr might come pretty close to your idea. 1TB "lifetime" 160 US$ ATM (less if you find a coupon they accept at checkout, many generic Stacksocial-Codes worked in the past). If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
