If you're not too far from Europe* then Koofr might come pretty close to your idea. 1TB "lifetime" 160 US$ ATM (less if you find a coupon they accept at checkout, many generic Stacksocial-Codes worked in the past). Initially created in 2017, Blockstack was trying to decentralize the internet by building it with blockchain technology and Dapps (decentralized apps).
