It really depends on the device and what software it comes with natively. You should be able to edit it in whatever notes/text-based editor comes on your phone. I just checked, there are online JSON editors [1][2] you can edit that file in, just remove the "var data = " in the front and the ";" at the end. (need to add that back at the end so it works again). Source: over 3 years ago

It seems according to pkgsrc.org that pkgin might follow the PKG_PATH environment variable. You're supposed to set PKG_PATH="http://cdn.NetBSD.org/pub/pkgsrc/packages/NetBSD/$(uname -p)/$(uname -r|cut -f '1 2' -d.)/All/", and according to uname(1), -p gives the processor architecture and -r gives the operating system [kernel] release.
