It really depends on the device and what software it comes with natively. You should be able to edit it in whatever notes/text-based editor comes on your phone. There are also websites you can upload it to and edit it through a browser like https://jsoneditoronline.org/ or https://jsonformatter.org/json-editor. Source: almost 2 years ago
I just checked, there are online JSON editors [1][2] you can edit that file in, just remove the "var data = " in the front and the ";" at the end. (need to add that back at the end so it works again). Source: almost 2 years ago

I took a quick look at that turquoise guide, seems ok if you’re able to follow it. I was going to suggest googling a JSON editor/formatter like this, you would open the file with that or paste the text and it will convert it to the tree structure that will make it a little easier to navigate. JSON is just a text file, and you can open it with notepad, but I wouldn’t recommend trying to search it that way. Better... Source: about 2 years ago

If you managed to download the file, you should be fine. I know that downloading itself can be problematic, but if you got it, you should be good to go. You can check out the data you have in the file using eg. https://jsoneditoronline.org/, or any other website / tool that allows reading JSON files. Then you can try to find the decal id either by searching "decal" from the rattletrap json. Or from the other json by "SkinProductId" (player name will be a bit above it) or just with player name couple times to see if there's "TAGame.PRI_TA:ClientLoadouts" after it. A history of the dialogue choices you picked throughout your playthrough is logged in the player.json file. When I looked at the json structure using https://jsoneditoronline.org/, I found it listed under the SelectedAnswer section, which is further under the m_Dialogue parent (so m_Dialogue>SelectedAnswer).
