I can add certificates on my unrooted android. That how HTTPToolkit [0] works, it only requires adb, which (thankfully) doesn't trip banking apps. The userback.io link appears to relate to the site's hovering "feedback" button on the side, which may be regarded by some as an annoyance, though I'd only block it if it doesn't otherwise remove the feedback function on the site.
