If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Yeah, I was one of them. Developers are not the endgame, though. Have you checked out Umbrel[1]? You can self-host Umbrel on your own hardware[2] as well. I'm not sure if they allow for multiple nodes that can stay in sync.
