If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. You already mentioned documentation. Good! Document everything. Why you chose X method over Y, or this framework over that. This helps later with onboarding and when people want to come up with suggestions, because they can see you already did explore this option earlier on so why bring it up again?
