If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. I found this template online and recreated it myself, while adding a couple new features like the "no background" option and the option to include your launcher of choice in the app icon. I would link who made the first template but I apologize I can't remember, I found it a couple weeks ago.
