I'm using a free app Pictogram (https://pictogramapp.com). It's not as feature rich as Replacicon (e.g. No online search from the app), but it works well if you just need to change an icon or two. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
