I built a form-to-email service like Formspree or Getform. My API accepts form submissions from the client, parses the request with formidable, and then sends the fields via email to the user. I do like the idea of crowd-sourced collections of resources like skills. It might be more useful if it was an index of skills managed in GitHub.
