On the newest version of minecraft, open it, click multiplayer, then click "add server", then type "minehut.com" in the server address. Then, click done and then click the server you just created. Once your in, click the compass and then click the oak sign "Create Server". This will create your own server with /op. Do you mean like Omegle in Minecraft? If so, I don't know how, but there is a way on certain server hosting things to join their main "hub" server and from there join a random server hosted with that server hosting thing. One I know of is Minehut. There are videos of people doing just that--search up "joining random people's minecraft servers" or similar. Source: about 3 years ago
What device did you get minecraft on? If your on windows did you buy the Windows 10 Edition or the Java Edition. If you bought java edition (windows, Mac, and Linux) probably the best way is to use something like Minehut.
