    Electionbuddy.com is the cheapest one and is not that hard to set up. It IS legal in most states, you just have to mail out a postcard and let them know they can also print it out and mail it in. Since most people are cheap they wont' spend the $0.65 for a stamp. Source: over 2 years ago
