Couldn't you just add the adults as testers to the Google Play app, avoiding oversight? The problem with breaking off from Google Play is you lose the ability to send push notifications. Totally agree on the security risk. On the other hand setting up, maintaining and explaining PGP for non-technical users usually leads to not using encryption at all, which is by far less secure than a self-managed PGP gateway on a private mail server setup.
