I’m the dev behind Rectangle. Being stuck to predefined sizes/positions is intentional to keep the app simple, although there are ways to get a custom centered size via terminal commands. My paid superset of Rectangle, Hookshot (https://hookshot.app) is where I’ve added a custom shortcut builder, where you can specify size and position. It also allows you to define additional sizes and positions that are executed upon repeated shortcut commands.

Hummingbird

I currently use HummingBird for this functionality and it simply moves background windows without them coming to the front due to becoming active app. I would also love this feature with Hookshot.
