I've had reasonable luck annotating PDF's on an IPad w/ an apple pencil with either Preview or PDF Expert (https://pdfexpert.com/) . PDF Expert is more feature rich and has both Mac & IPad versions, but has a subscription cost associated with using some of the more useful features, whereas Preview is free, but has rudimentary annotation capabilities.
