1) Am I right in saying that some cards come with an IBAN (bank account) while some don't? For instance, this Nuri, Formerly Bitwala: New Reality Banking you also have an IBAN with it, which you have to report to the government, etc. And Crypto.com, Binance.com, etc do not give you an IBAN?
