With my Citi Costco card my toll road auto charge falls in the same spending category as "Other Travel." Other Travel includes purchases from: cruise lines, hotwire.com, taxi fare, boat ferry, bridge toll and city local transit. I see this on my year end card spend summary. Like others have said, rental car rates are ludicrously high right now. I had to rent a car for two days last year and the rates were over $80 per day. You may try searching on a secondary travel site like kayak.com or hotwire.com for potential discounts. If I could recommend something, you might want to try hotwire.com for the hotels. You can choose the area (you would choose The Loop) and then you get to see the price for the hotel but not the specific hotel. Usually it's way under market value for the hotel, and there are no bad hotels in the Loop, so you could stay there no problem. You might be able to luck into a cheap hotel that's nearby using something like Hotwire. The price might be better than the YWCA, depending on when you need to stay. At the last minute, Hotwire and their ilk are almost always cheaper than the YWCA because the cheap YWCA rooms book first and the hotels get desperate as the day approaches, barring high demand that doesn't exist right now. I think hotwire.com has a public API. I googled it but only found api endpoints for historical rates and did not see a means of getting occupancy information out of it. I found their programmable web entry and searched for other hotel related apis. Might be worth looking but I didn't immediately see the sourace I would use. Source: about 2 years ago
