While searching for a better workflow, I stumbled upon this prototype called VR-OS (https://matthaeuskrenn.com/vr-os/). What really stuck with me is the idea of distinguishing between the free floating space (360° to place your windows), and the "Deck" to the bottom with distinct slots to put windows into. The best you're going to see, until something is actually announced from a major player, is really just concept projects. Like VR-OS or Infinity Cube. Even those aren't really what I think you're asking about. The closest idea to what I think you mean would be basically Second Life or Garry's Mod in VR. Source: about 5 years ago
