While searching for a better workflow, I stumbled upon this prototype called VR-OS (https://matthaeuskrenn.com/vr-os/). What really stuck with me is the idea of distinguishing between the free floating space (360ยฐ to place your windows), and the "Deck" to the bottom with distinct slots to put windows into. The best you're going to see, until something is actually announced from a major player, is really just concept projects. Like VR-OS or Infinity Cube. Even those aren't really what I think you're asking about. The closest idea to what I think you mean would be basically Second Life or Garry's Mod in VR. Source: about 5 years ago
