Unity can build a stand-alone application or be used as a library. Javascript is deprecated, and Boo along with it although it was never really supported to begin with. "ML-agents" is a interface between unity as a physics simulation environment and a predefined pytorch project for AI training. Transform values (position, rotation etc) and image buffers are exchanged as training input. The server choice really depends on how much CPU and RAM the requests take, how many users will be hitting the server, etc. You can start with a $5/month Digital Ocean server (or AWS or Google) and see if that works for you.
