I self-host Tiny Tiny RSS (https://tt-rss.org/). I think it will do everything you want (and more). The web UI is fine, and the Android app is great. It's actively developed, has been around for over a decade (I have been using it since Google Reader shut down) and has been super stable. Ttrss (https://tt-rss.org/) self hosted. When Google Reader shut down I switch to feedly for a bit, don't remember now why but for some reason I didn't like it. So I started self hosting my own instance of ttrss and haven't looked back since. - Source: Hacker News / almost 2 years ago
