There's https://tailwindui.com/?ref=top, from the Tailwind CSS people. They come with a "HTML" mode, which I think means no JS. But if you need interactivity, on the web it has to be JS, because that's the only thing that can manipulate the DOM. It's a server management service, they use AWS (or your host of choice) under the hood. I personally use something similar called Runcloud which I haven't had any problems with. It's a halfway house between a managed platform and your own VPS. Means you don't have to worry about security, vhosts, ssl certificates, restricting access etc... For PHP https://platform.sh has got a lot of traction, but it's notc cheap especially for small apps.
