There's https://tailwindui.com/?ref=top, from the Tailwind CSS people. They come with a "HTML" mode, which I think means no JS. But if you need interactivity, on the web it has to be JS, because that's the only thing that can manipulate the DOM. If you are looking for how to actually type out the test, you need to think about format, absent students, and possible test do overs based on your particular needs. So if you want to make a paper and pencil test. You can just type it out in google, but that only gives you one test.
