Maybe Maperitive? I didn't use it much, but you can load PBF or OSM files for the map, define rules for rendering only what you need, and export the result as an image. Source: about 3 years ago

I could also use a Linux tool like Maperitive (maperitive.net) to select certain features (roads, parks, ...) from the Openstreetmap using a GPS coordinate and a range. With optional conversion to png or svg? Source: over 3 years ago
