You probably already know that you can program LibreOffice, but as you are asking specifically about an API: I can't comment on LibreOffice's API, sorry, as I've never used it. This is essentially a watered down version of the "MVC" architecture. I use http lib of node for server and requests, cheerio for webscraping and Sendinblue for sending the emails and mongodb (atlas) for storing all of the data.
