Welcome to the world of Shopify pagebuilder apps! There are quite a few which will allow you to create pages like this without coding, and most have a free tier. I'm the creator of Replo so I'm biased, but there are also other solutions like Shogun or PageFly which are popular. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
