It's a server management service, they use AWS (or your host of choice) under the hood. I personally use something similar called Runcloud which I haven't had any problems with. It's a halfway house between a managed platform and your own VPS. Means you don't have to worry about security, vhosts, ssl certificates, restricting access etc... For PHP https://platform.sh has got a lot of traction, but it's notc cheap especially for small apps. The title undersells the change a bit in my opinion. By default, mastodon now encourages new users to sign-up on https://mastodon.social which has caused a bit of a kerfuffle in the fediverse. We currently have the Matrix protocol, with client applications such as Element supporting it. We also have XMPP as another option. Generally more modern than IRC, these platforms are primarily developed as FOSS software. This makes it less likely for developers to impact their users negatively.
