  I think Rocket.net is a bit ahead of cloudways. Their cloudflare enterprise integration is a bit better and cheaper for the user (both APO and Agro Smart Routing is included in the price). Tom Dupuis, the guy you quoted switched from cloudways to rocket.net and has a lot of in depth blog posts up comparing both. Source: about 1 year ago

I analyzed how it works. The minimal javascript is loaded async on the webpage. It is injecting an iframe with id intercom-frame. That iframe has a script in it's head with a source URl.
