What about opensky-network.org? Their API is free if you are a feeder. I use Node-RED to get the exact information you mention. Not sure what programming language you are going to use, but if I can get it working in Node-RED as a non-programmer, you should have it up and running in just a few minutes. I haven't thought much about this actually. I wouldn't know how to do something interesting with monitoring/streaming/retraining because as you say, it looks like you would need a proper production setting; that said, there are some interesting open source streaming data sources out there, I recently saw some open live data for flights around the world for example (I think it's this one).
