It seems according to pkgsrc.org that pkgin might follow the PKG_PATH environment variable. You're supposed to set PKG_PATH="http://cdn.NetBSD.org/pub/pkgsrc/packages/NetBSD/$(uname -p)/$(uname -r|cut -f '1 2' -d.)/All/", and according to uname(1), -p gives the processor architecture and -r gives the operating system [kernel] release. No upfront cost, but they take a % of your salary when you get a job for the first two years until you pay their full cost. While you don't need a boot camp, I highly recommend Lambda School (https://lambdaschool.com). They charge nothing upfront and you only pay them back (17% up to $30k) when you get a high paying job.
