There are several sites that are available to the public [0] for a fee that allow anyone to upload a photo and search for information related to the person in the picture. Pimeyes is really good, but you have to pay to reveal the deets. I've used it before and then used facecheck/tineye/Google to hunt down the partial images Pimeyes gave me. Source: about 3 years ago
