That's the first I've heard of it, and I like it! I can't tell you the number of trips to php.net to look at argument order for a function. Is it haystack/needle, or needle/haystack? Getting a user's location from their IP should be possible with something like this https://ipgeolocation.io/ (free for up to 1000 requests per day which my puny website will never get). Latitude + longitude data from this service could be used to place the location dot accurately on the globe, although I'd have to look more into the math aspect of that before.
