One option is to try PCEm https://pcem-emulator.co.uk/ which is a emulator for old computers that runs on Windows and Linux, I actually learned about it via this video https://www.youtube.com/watch?v=y9HP9W88Wew of a guy playing Sim Golf on his Windows PC using PCEm, this should be similar on Linux but I'm not sure if the SteamDeck will have enough power but maybe worth a try. You use 86box or PCem which are not virtualizers but hardware emulators so you will need a really fast CPU (especially in single thread). The advantage is that Windows 98 will be running on period appropriate hardware, since all of it is being emulated real-time. Source: about 3 years ago

QEMU [0] emulates many systems, including the 32-bit Intel architecture. For retro gaming specifically I can recommend PCem [1], which also emulates a wide range of sound and graphics cards, from IBM MDA to 3dfx Voodoo 2. Looks like that's using lit-html templates inside Svelte, but not any custom elements. Web components would be good because they're an interface that Primo could work with without relying on specific implementation details. They're also encapsulated with shadow DOM, and support interoperable composition (components can have child elements made from any other frameworks or library). I think the “servers” should be abstracted away from the user. Communities should be able to exist seamlessly across multiple servers, and the user shouldn’t need to know what servers a community is on. They should just be able to go to one website and access the entirety of the fediverse. The universal block thing...that's actually not too far from what is happening. WP didn't invent blocks, they adopted the Blocks Protocol. It's slow moving, with only a couple CMS's supporting it at the moment, but Drupal, Github, and Figma are planned to implement it as well.
