There is also https://us.ovhcloud.com/ which appears to be a different site entirely. If I attempt to make an account here, I simply never receive a verification email, although verification works fine via the other URLs. There is a warning about US customers prior to 2018 can sign in via ovh.com/world, which if I follow this out of curiosity, it brings me to the site that redirects me to ca.ovh.com. Looks like you want something that integrates well with your workflow. The closest to your description seems to be Manuskript although I haven't used it. But your requirement of "keeping notes and frameworks and linking back and forth" should be possible by stitching together existing Linux tools using a syntax like markdown or asciidoc so that you can use any text editor to write your story and use external tools...
