I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. If you read the docs for Speedtest-CLI you will see that the program timeouts after 10 seconds. Try using this for default timeout of 1 minute and also redirect errors to the same file. Speedtest-cli --timeout 60 >> /bin/speedtestoutput.txt 2>&1. Source: over 3 years ago
