Webiny might be a bit more popular than Mega Forms. We know about 4 links to it since March 2021 and only 4 links to Mega Forms. We are tracking product recommendations and mentions on various public social media platforms and blogs. They can help you identify which product is more popular and what people think of it.
The fields parts can probably be done with any plugin, but for the custom emails and the emails conditional logic, I think you'll need to get a premuim copy of one of the popular form builders. If you would like to use a free option, I suggest Mega Forms, it supports all the fields you need ( checkbox, radio, textbox, pdf/file upload..etc ). For a form with notifications, you should either develop this with PHP and HTML or use an existing plugin ( you'll need to build the logic, markup, security ..etc ). If you want to go with a plugin I suggest Mega Forms, it allows you to create forms, send notifications, create conditional rules and also has AJAX submission (Disclaimer: I'm the developer). Even Strapi needs to be hosted somewhere, and that usually involves a recurring fee. I've had great success over the past 2 years building blogs using http://webiny.com, and because they get low traffic, I've only ever had 1 bill from AWS that was around 80 cents US. Source: about 3 years ago
Strapi is awesome, I've been a fan of the project since its early days. However, I've been closely watching Webiny too. It's easier to host because you don't have to worry about running Docker containers or installing MongoDB on your local machine. Yeah I hear you, SAAS CMS platforms can get prohibitively expensive really quickly after the initial free tier expires. I've found hosting Strapi (or similar) on Heroku has saved me the cost of keeping a server instance running, which usually would cost $5-10 per month.
