SSLVPN - Fluctuating bandwith
It should be DIA. They provide the internet connection to the company since 2 decades and it's a very small ISP, so it's very vague in terms of contract. I too found this in my emails. And funnily enough, that one was in my Spam folder. But I know that not everything in there is necessarily spam.
