I was in the same situation, and considered https://keygen.sh, but realized implementing one myself is probably faster than trying to integrate a third-party platform. The free dev-accounts that are mentioned on the website are referring to making accounts on mendix.com and developing in studio or studio pro. Those accounts are the 'dev accounts', we don't charge for that. If you create an dev account you have access to the exact same development resources as I do as a Mendix employee (or paying customer).
